OK... so for hands, the matter is you dug the line in the palm, it's not good because the rest is flat, so the crease is to brutal. you have too much tris on foot, I know you'r certainly not skillful enough yet, but notice that triangles are not loved for high poly model, in general modeler try to have it as few as possible.
and for all eyes, nortils, often ears for dragons (well my kind of ears, like a hole on head) horns and over round parts mesh should be "edge loop" shaped, for the eye for example: theyre is a line drawing the eye, and the same motives around. [link] there is only two (or 3) loops around eyes and nostrils, and too few around mouth, but I hope it can help you! it's also for mouths, the more loops you have (without beeing excessive) the more easly you can have face animations. edge loops are also the best way to have a good wire with a good render.
so... what I noticed here are some thory points. you'll apply this when you'll feel better at practice!
